If I want to edit the content, it would seem that the easiest solution would be to follow the steps in the last paragraph, fix the 16x9 flag and then open it in MPEG Streamclip. If I don't want to edit the content, I then copy the VIDEO_TS folder from the DVD-RW over to my Mac and use MyDVDEdit to correct the 16x9 flag on the file and then use Toast to burn the VIDEO_TS to a DVD-R, which then plays properly on either a 16x9 TV or 4x3 TV.
